Keeping a bare metal frame from rusting

After I put my project in a climate controlled storage locker for 5 years, I have brought it all home to finally resume the build.
The bare metal frame was covered with a plastic wrap and so-far not rusted. My garage is not climate controlled and we get a fair amount of humidity. There are quite a few brackets yet to weld on the frame. Is there something besides primer that I can apply to the frame to prevent natural rusting but allow me to easily sand off portions where welding will happen?

Yes there is! On one of the TV car shows, Chip Foose recommended some stuff for keeping surface rust off of sheet metal panels. Unfortunately I cannot remember the name of it.:(:(:(
 
There are several commercial rust treatments used before painting, but I don't know why you couldn't use them now. I have used one called "Metal Prep" and I know there is another product called Ospho that turns surface rust black so you can sand it or whatever.
 
I like this stuff. It's thin enough to sand off. Any bare steel I've sprayed stays good for years.

Thanks everyone for some options to think about. From what I saw in a video clip from 3M, the 3M Weld Thu II needs to be totally removed before final painting, but please correct me if i'm wrong.

The Rustoleum self-etching primer might be the better option for what I need it for. If it sands off fairly easy, then a sanding, weld, and re-prime could be an easy process.
 
I wrote to Chip Foose regarding the stuff that he recommended. Awaiting reply.
 
I would determine the type of paint that will be used for the finished product and then find a compatible primer.
 
Years ago I remember Chip Foose promoting a spray that would prevent sheet metal panels from rusting and was paint friendly. Getting old, can't remember the name.
 
Cosmoline spray, diesel fuel, primer is the best....
