In a nutshell ,what is ackerman steering? is it adjustable? what does it effect if its off?

if i understand the drawing, as long as the steering arm and the king pin( either in front or behind king pin) line up with the center line of the rear axle, that is correct ackerman?

Yes, you are correct. Jim's (EX JUNK) tie rod is forward of his axle and the tie rod ends are outboard of the king pins. If his tie rod were to be mounted behind the axle, the tie rod ends would be inboard of the kingpins.
