Sure, these fenders increase the unsprung weight. Mounting on the axle is the best way to control clearence as opposed to body mounting of fenders with unknown actual wheel vertical travel. I doubt  these tires grow much  through the lights. The benefit of this method fender scores higher on the my decision matrix than the weight.
A second look at the pix tells me this is a very nicely constructed car.
What  is that thing I think I see under the front of the front fender?  A camera, lights??  or is is it me.... the  usual PUI?   yup, wine.... Lee in KC explained PUI to my satisfaction, so there.
