I have made shock mounts that lean the shocks forward and line up with the batwing bolt which is 3/8 inch bolts. I made the proper bushing for the shock end and have grade 8 bolts so I can torque the bolts real tight without binding the shock. My question is, are the batwing bolts strong enough to be used as shock bolts? Any opinions are appreciated.

I am not sure exactly how you have that. I don't think I would use a 3/8 bolt for a shock mount, unless it sandwiched the shock, that is the bot went thru a bracket on each side of the shock. You have one of our axles, you could drill that clevis and batwing to 1/2" and it would be fine.
