Title questions

I can't seem to get a straight answer on the requirements for the state of PA. How do you go about getting a title and vin and what stage in the build do you need to be to acquire one? The cobra I did in the past was bought as a kit and came with a vin and title.

From what I can see we are also required fenders and bumpers. This makes me a little confused, I see tons of fenderless rods on the streets here every summer how do they do it? I called i customer that has a 32 coupe with no fenders and he says it is titled in pa but he bought it this with a title that way.

From what I've read in other threads, those required items tend to fall off after final inspections.

I have seen no pics on here or on the web of a T-bucket with full bumpers. Not sure how the front bumper would attach and be removable without having exposed holes.
 
:) Pa has adopted the NSRA guidelines for street rods. No fenders aer required. See a good title or notery they should have the current guidelines. Where are you located in Pa? Need more help let me know. Dave in Springboro Pa 16435

Perkasie 18944, north of philly. Someone should notify penndot of these regs as well as their super-stations. I have a friend that has a super-station and he has no clue on what laws to go by. Thanks for the info vand.
 
Think I found what you are talking about.
(c) Safety inspection criteria for street rods.--The department, after consultation with the National Street Rod Association and other interested groups, shall prescribe special inspection criteria for vehicles registered as street rods. Vehicles registered as street rods will not be required to be equipped with bumpers, fenders or engine coverage as originally manufactured. If the hood, top and sides, or both, are removed from the vehicle, the engine fan must be enclosed with a shroud designed to protect the fan from accidental contact from the outside.
 
That was chapter 47- Title75-sec 4702 subsection c, but for emmisions subsection (f): (1) Emission inspection criteria for registration of subject vehicles with new registration plates.--A subject vehicle never before registered in this Commonwealth or any other jurisdiction having less than 5,000 miles on its odometer and for which an annual or temporary registration plate was originally issued within the past 12 months shall be exempt from emission inspection for one year from the date of original registration. A certificate of exemption shall be affixed to the subject vehicle in a manner prescribed by department regulations.

That means that after 1 year you would be required to have an emmisions inspection, does not state witch one tailpipe or obd2.
 
You should have a Manufactures Statement of Oragin (MSR) from the manufacture of the body. You can register the vehicle as what ever year the body is or most resembles (1923) therefore eliminating the need for emissions inspection. The state has designated certain Inspection stations for street rods, kit cars ect. You can get a list of these for your area. I can't put my hands on my packet right know. I will look for it this week.
 
I am in Northampton and my T is regestered as a 23. When I bought it this was already done so I can not answer most of your questions. I do have fenders, again it came with them and now I like to looks, no bumpers or engine cover. Has passed inspection every year and does not need emissions because of the year registered. The only time I have talked to a trooper or local cop about the car is if they stop me to have a closer look. I have been thinking about building a second ride and what you are asking is what I was wondering as well. Will follow the thread and see what developes and if I come across anything I will add to the discussion.
 
Pennsylvania is a very difficult State to do business with. I grew up in Pittsburgh and one of the main reasons I moved was because I wanted to own and drive hot rods and at the time they were totally illegal and impossible to register. I see now that they have somewhat loosened the rules a little, but still not to the point where they make it real easy. I have seen posts on other forums where it typically takes 4 months from start to finish to acquire a title. Good luck.

Perhaps it is so difficult to get things done in Pa. is because it is a Commonwealth and not a state. Va., Ky. and Mass. are a also Commonwealths.
