Do I need to lightly sand first? Gotta fill some 60 grit sandpaper scratches you can see here. If I sand, what grit?

This one of the two air horns on an old vette air cleaner I smoothed out...

I would go over it with some 240 and then prime it again to see how that looks.

Shoot guide coat and then sand with 320 or 400 until all the guide coat is gone. I'm going to guess that you will have an easier time if you shoot another coat of primer before guide coat and 320/400.

I like red or green (coarse / fine) scotchbrite when scuffing primer in the final stages. 3M also has some foam pads that work awesome.

I would use 220 grit and follow up with some 400.
