Yep, you are right. The drawing is one that I scanned from "Brake Handbook" by Fred Puhn. I didn't pay attention to the drawing as far as shoe size goes. I was primarily interested in showing the self energizing principle that I thought might be of value to some people if they were not aware of it.

The book states that the reason for the difference in lining size is to equalize lining wear between the primary and secondary shoes.

My apologies for not being more observant. :)
 
If you look at the picture again, you will notice that it is the older dual pivot Bendix design used until the late '50s and not the single floating pivot Bendix design used since the '60s.

On the dual pivot design both shoes were the same size and they didn't have the self engerizing feature that the single floating pivot design enjoys.

All yeah first post. Now the board can stop nagging.
