When a location that generally doesn't get much snow gets walloped with a lot of ice and snow they do not have the resources to salt and plow all of the streets fast enough or at the same time. So, the residents get irritated, the politicians join in and blame the Dept of Trans for failing to do an adequate job. Happens here in St. Louis every few years.
