Frame ID

Picked up a T-Bucket frame the other day and am trying to identify the builder. the frame stamp reads, "Top Notch 23T 02185."
I'm new to the forum and haven't quite figured out how to attach a picture. Once accomplished I'll be happy to provide some pictures.
