Frost plug heater?

I bought a 1928 Buick lately and this on it. I am guessing it is an early frost plug heater. Has patent number on it and what looks like MPLS.

Can anyone identify it?

They wanted me to work on an A-Star auto pilot while still installed in the aircraft, but I told'em I'd have to order the recommended metric soldering paste.... darn, I have a box of farmer matches and a fire extinguisher, what more do they expect?
