How or when can I post a picture?

You have to have 10 posts, looks like you are good to go !

I have the image icon but it only asks for a url.

You should have a "Upload a File" button like you see in the graphic below.

Nope, don't have the "upload a file" button.

That happens to some here, it's a know problem. I guess then you will have to use URL and an imaging host site like Photobucket.
