Looks like you carefully cut out the existing flat panel and glue this one in with epoxy. Sand all the surfaces to be glued so it all sticks and fair her up with polyester bog. Looks quite neat.

I may be wrong but it seems the flat around the dash is for ease of removal from the mold. I suggest it should be trimmed to fit the car or remove completely to give you a rolled edge dash.
