What can I do about this video problem?

Here's a video I shot with my GE A730 camera.

Can anyone tell me the reason for the bright vertical lines off any glare, such as the backs of the headlights? Would a better camera do it less? I'm looking for a pocket camera that can record HD video, but I want to get away from this problem.

Got an idea for one that I can use on a compact camera? Remember, it retracts the lens when it's turned off.
