Is this a scratch build?, I can't find a mso

Hello,
I just picked up this bucket and was wondering if anyone take a look at the pics and give me any information, I'm guessing it's a scratch build? I have misc reciepts going back to 1993, but I was told it was started in the 80's. Does not appear to ever have been on the road much.

Please take a look at it and let me know what you think, I'm planning on getting it road worthy and figuring out the title/registration in Florida.
I can't get it to idle but if fires up just enough to leak fluids.
It has a couple of areas that may not be the best design (front end) but it looks a lot better than what was in the garage before.

Thanks! I noticed the raduis rods matched the speedway catalog, I haven't found some of the other parts for my replacement list. The frame started out as a manual shift, then someone cut off the clutch pedal, I guess when they went to torquoise color.

Front light holes were changed for the existing lights. It just seems like a lot of changing around and not enough driving to me.
It's a shame that most of the existing chrome is gone and needs to be replaced.

Would there be any markings anywhere the body?
