Brake pedal not returning all the way

I am having a problem with the brake pedal not returning all the way, it stops about a 1/4" to 3/8" from the top, but it only does it when the engine is running (have power brakes). It returns fine when the engine isn't running, so i am suspect of the power booster. Do power brakes need a return spring on the brake pedal arm, I thought only manual brakes needed a return spring, but I have been wrong before! With the brake pedal arm not returning all the way, the brake lights stay on and sometimes I get a high pitch noise coming from the passenger side break calipers, it stops the second I pull up on the brake pedal. I should also mention I only get about 12-14 hg of vacuum and it is a dual chamber 7" power booster connected to a 1 1/8 corvette master cylinder.

Any ideas?

Sounds like your booster is bad pull the valve on your booster and plug the valve with your finger see if it changes the idle on your car from when it was in the booster. If idle is lower you have a broken booster.
