    Copper is a primer for the nickle that goes on before the chrome. If you dont see any copper on the part or the chrome peelings, then its just bad chrome work.

    Try this , Set the balencer at 12/15* before top dead center, now adjust the distributor so that the rotor is now facing #1 pole of cap, turn over and see what happens.     The reason its not done is that with a short wheelbase the 4 tires in back would make it hard to turn with all the leverage having another tire infront and would push the front end. If you could get it to turn the tires would squeal.

    I beleive he has the wrong leaf springs period, Leaf springs must be spread into possistion, If they have to be pulled , then after an auckward bump the shackle will overcenter and lock out.
