We joke about being in the banana belt here near Bailey, Colorado while ten miles NE of here closer to Denver they get nailed. We'll have sunny skies while they're getting four inches of hail or six inches of snow.
As far as halloween goes, yes the weather is a deterrent and a four hundred foot driveway keeps'em away. The population density is low and scattered so it can take a lot of time and gas to schlepp the kids around for a handful of last years candy...... and who knows how long the store had it in some warehouse?
