Top Plate on Ford Rear End Brakes and Speed Bleeders

Ok you experts, does the top plate with the little spring on top needed? I reassembled my brakes and in my parts box I did not see them. If needed, I can post a picture. Can speed bleeders be use after sitting for while? I been soaking them in wd-40.
