Are you bottoming out the MC plunger? Try backing off on the adjustment so the plunger rod is loose with the pedal up, press pedal and see if any change in pressure. If the pressure increases then the MC plunger wasn't returning all the way - not letting you have a full plunger travel. Short stroking and bottoming the plunger will cause low pressure and a hard pedal.
